Agriculture and Rural Development
European Union spends 40% of its budget on implementation of Common Agriculture Policy and Common Fisheries Policy. Paying Agency for Agriculture, Fisheries and Rural Development is in charge of efficient implementation of Common Agriculture Policy in Croatia. EU funds available to Croatian farmers and other entities that operate in these sectors / areas are:
- IPARD (until 2014)
- European Agricultural Fund for Rural Development (EAFRD)
- financing rural development programmes
- European Agricultural Guarantee Fund (EAGF)
- direct payments to farmers whose aim is to provide a stable income for agricultural producers. The Integrated Administration and Control System (IACS) based measures consist of The Single Payment Scheme (in the period from 1st March to 15th May)
- European Maritime and Fisheries Fund (EMFF)
- LEADER approach
- individual horizontal methodological axis which represents a concept initiated by the European Commission. With this approach, rural communities and local stakeholders, including local government, are mobilized as partners in identifying the potential of their rural areas which must ultimately be shaped through the development and implementation of a development strategy.

Fishery
According to the National Strategic Plan for Development of Fisheries, the Republic of Croatia needs to invest considerably into education and fisheries capacities. Over the last decade the fisheries sector development had in average 13.5 million € per year. Through the use of the European Fisheries Fund (EFF) the Fishery sector entities will have the opportunity to continuously invest in growth and development projects.
The possibilities of investment projects co-financed by the EU funds:
- Investment in commercial fishing vessels (both sea and fresh water)
- Investment in development of aquaculture and freshwater aquaculture (fish farms)
- Modernization and equipment
- Environment protection (waste reduction, efficient use of resources, certificates)
- Investment in manufacturing (production) capacities
- cooling and storage area capacities
- construction and equipping of processing plant
- Sustainable development of traditional fishing communities and areas dependent on fisheries with all the measures that can be financed

Tourism and catering
Operational Programme "Regional Competitiveness 2007-20013" and Croatian Tourism Development Strategy until 2020 serve as central documents for the development of tourism in Croatia. The aforementioned Operational Programme should soon be replaced by a new one, for the 2014-2020 period. The new programme will clearly establish possibilities of using EU funds for financing of Croatian tourism. The Tourism Development Strategy will be co-ordinated with the new Operational Programme. Strategic guidelines will be set into programmes whose priorities will be acquiring access to the EU funds for projects in the area of tourism.
Tourism Development Strategy plans for the following investments:
- Construction of new hotels and resorts
- Renovation and reconstruction of the existing hotel capacities (Brownfield investment)
- Investments in small family hotels and boarding houses
- Investment in small floating hotels
- Investments in camp sites
- Investments in family accommodation
- Investments in nautical tourism harbours
- Investments in newly created tourist attractions ( golf courses, theme parks, convention centres)
- Investments in other infrastructure (food and beverage facilities, entertainment facilities, sport and recreation facilities, shopping facilities and public utilities)
